  1. In the 90s, gangs were running wild in Mumbai, some of their enforcers used to call themselves "Patri ka don" (Neighborhood don). Guess what got them off the streets? A decade long encounter campaign, local cops became local legends, judges who were previously fearful of gang retribution were now giving out convictions, crime dropped like a rock, business improved, kids who were attracted to gang life stayed away from it. UP is at the beginning of such a phase, a phase Mumbai went through in the 90s, Gujarat in the 2000s and MP in the mid 2000s.
