@DKSingh-wf8tn well, DKji, perhaps you can look into RBI guidelines on how to distinguish between Welfare and Freebies. RBI looks at it is through the lens of Economics. Money or Line of Credits works better in case of improving Farmers income, compared to free despite at a high level both of them are technically giving away resources for free. However, in the first case, distribution of money, the farmer gets more choices to make economic decisions. for eg: with 6k, they can buy better seeds or pay for tuition for their kids. In second case, the farmer is tied with a resource (like electricity) that they cannot use efficiently or in many abuse excessively.
