I would still wait for this info confirmation, as it honestly sounds like a perfect psy ops. i. e. we should be receiving those kinds of messages exactly NOW, so that the resistance would think that it's over and that they should surrender, and that video comes out right in time for that psy ops... but if it turns out to be true ( something tells me it might be true, just a gut feeling... it's about 50/50), then Russia probably keeps its bases and it won't get touched by the rebels.
