  2. The speed of light is what it is because the meter was defined in terms of the speed of light. Before that standardization, back when the meter was defined in terms of homogenous metal at a specific temperature with specific dimensional ratios, measurements of the speed of light actually varied. By redefining the meter in terms of light speed, it is now not possible to detect any changes in the speed of light -- all that would show up would be a new calibration value for length.
