A thing to note is that it is possible to astrally project with proper technique from a sleep paralysis state. I've done that a few times, though most voluntary OBEs started from a lucid dream that I exited.

I propose a constitutional amendment that limits annual federal expenditures to 10% of the broad money supply or GDP, whichever is lower; a maximum federal tax rate of 10% on anything they tax; elected officials will have a salary capped at the median annual income of the region they represent; and all bureaucrats (including congressional staff) will have their salary capped at the national median income. Additionally, I propose a constitutional amendment to extend the veto power to the governors such that any bill adopted by Congress can be vetoed if 2/3 of the governors sign a proclamation vetoing the bill, and subject every US law to legislative review by the states such that any US law can be repealed by the adoption of a resolution by 2/3 of the state legislatures. We only need a few more states to adopt the legislation for a Convention of States to occur so we can fix this broken government and reign in this insane bullshit.
