Fundamentally, the primary issue in 2008 was credit risk contagion/panic exhausting liquidity and taking down securities dealers. In 2023, the problem is large unrealized losses due to duration risk on securities owned by banks jutting up against deposit destruction/outflows. There is less risk of contagion from a systemic viewpoint.

Banks have a profit incentive. Politicians and government bureaucrats only have the incentive to cover their asses and continue the grift.

It's kind of funny that the same people who advocate for full reserve banking also say we shouldn't have a central bank. If we don't have a central bank, then who creates the reserves for backing deposits? 100% reserve banking can only be done with commodity money or some central issuer of reserves, and history shows that such banks do not work on a commodity money standard.
