If Syria can stabilize over the next several months, I imagine that a lot of these currently hesitant refugees will probably start returning of their own volition -- or at least, the ones who cause problems can be legally returned by the governments who granted them asylum. Hopefully the rival factions form a confederation between autonomous areas to work things out politically over a few years and then later form a federation, much like the US or Switzerland.

@oz_jones Real refugees desire to return to their homes and families. I am sure there are plenty who merely used the political situation as a pretense, but the real refugees will want to return. Once the real ones do because it is safe to go home, those who are left are there for economic reasons.
