In pure economic terms, tariffs cannot possibly be inflationary: the effects will be primarily redistributive and secondarily deflationary, since the government is taking through new taxation money that could otherwise be spent in the private sector; those who are affected by the tariff will have less spending power, which means that the businesses they previously supported through commerce will receive less commercial income, etc. The large federal fiscal deficits, however, are inflationary since T-bill purchase by banks is essentially the modern bill-of-exchange discounting system of fiduciary media issuance.
