America is slowly moving toward this model with the universal surveillance programs at the NSA -- they are not honest enough to admit that they failed to stop 9/11, so now they are expanding like a tumor to try to make up lost ground and justify their existence. Privacy is a human right, but the feds have no interest in preserving human rights.
