  2. I doubt that a literal air drop would be effective. It is necessary that the first Russians who find the counterfeit bills accept them and pass them on in further transactions. The best way to do that would probably be to overpay in real transactions with a mixture of real and counterfeit rubles. Those real transactions can be made under false pretenses, e.g. an agent pretending to be desperate hides in the barn and makes enough noise to be found by the owner and then pays to stay the night, or maybe drive around without a license plate and then pay bribes to police thugs.

  3.  @OTISWDRIFTWOOD  my point is that you want the counterfeits to have an untraceable origin, else the investigators will be able to adapt once the counterfeits are detected. If people know they are fake, enforcement actions can take place.
