  3. The most ludicrous and idiotic lie put forth in this video is that internet companies like Netflix were ever customers of these ISPs to begin with. Netflix pays the operators of higher-tier networks for bandwidth, e.g. Cogent and Level3, and these network operators have peering agreements with other networks so that data can flow between them efficiently and uninhibited. The ISPs that charge consumers for access then decided to blackmail companies that did not even use their services by breeching their peering agreements and blocking traffic to the ISPs' customer bases. Comcast purports to provide an internet connectivity service to their customers, which Netflix was not, so specifically blocking access to Netflix through peered networks in an attempt to boost sales of their own competing cable service is blatantly monopolistic. If Comcast's network and peering interconnects were insufficient to provide the service they sold, they should have simply upgraded their equipment and fulfilled their obligations to their customers. But because ISPs are already monopolies/oligopolies, they are able to extort arbitrarily-targeted companies and hold customers, who have no other choices, hostage. This is nothing like electric utilities; it is more analogous to a railroad monopoly cutting off access to a city to extort the citizens of that city for access to shipments for which transport costs had already been paid. It is like double taxation. Net neutrality was intended to enforce peering agreements and prevent these ISPs from arbitrarily blackmailing companies and throttling the traffic that was already paid for by the ISPs' customers.
