The quickest way to get rid of the cartels is to decriminalize the production and distribution of these drugs by American citizens: if you could grow your own coca plant in your backyard without worry about a felony conviction for having a plant, people would just do that instead of paying for stuff smuggled up from Mexico. Also, that form of consumption is not nearly as harmful, but it is impractical to smuggle, so only the worst and most damaging forms make it into America.
