  1. If an executive order is made in the form of a proclaimation, it is. Especially if it is a matter of National Security to secure the nation from undue outside (non-citizen) & internal influence and threats (like ANTIFA/BLM). President Trump included in each of his Proclaimations, a National emergency requiring Congress to enact law regarding the threats. When Congress fails to act (like under demonrats), it falls to the President. The Presidents job is National Security. When Presidents don't act, it falls to the military with the President as "ACTING" Commander in Chief ie the highest ranking "General" is POTUS as CIC acting under military law (UCMJ) Title 47 of the USC.

Facts are facts, knowledge is power no matter the source or platform its written on. Use discernment in everything and research it yourself for confirmation.
