  1. Article 4 Section refers tov"the legislature" and "the executive". In States Rights "the legislature" is the Texas Congress (house & Senate) and the "Executive" is the Governor. Article 1 Section 10 Clause 3 is the self defense clause. It says "or engage in war, unless actually invaded or in such imminent danger as will not admit delay." Texas is being invaded. They can defend themselves. They can fire on these invaders.
