  1. She was already confirmed as Deputy, the Secretary left and the Deputy steps up after already being confirmed. The deputy is in place in case something happens to the Secretary.

  3.  @jefferydraper4019  Right, just like her. Shes acting. The acting moves into the head spot for so many days then are made permanent. Thats why we have a back up for the President in a VP just in case. Its Government. Theres always a back up plan.
