  1. Think back in time. At one time, the federal Government controlled everything but the original 13 states. Slowly their grip slipped as the Statehood Movement started gaining traction as ppl moved westward in the late 1700s early1800's. As states were formed as States with states rights, the Federal Government started loosing their grip by the 9th & 10th Amendments in 1791. Its been a power struggle ever since.
