  2. Actually Congress can't change the second Amendment. It is absolute, "SHALL NOT BE INFRINGED". The ONLY ppl they can "Regulate" is Militias such as Military, NG, Police, LEOs, anyone under the jurisdiction of the United states except for the people. The ppl have the Unalienable right to Keep & bear arms. It does not specify age, gender, or any other restriction of the people. They can regulate Police, military, NG etc, but not the people.
