If NARA needs them foe legitimate reasons, they negotiate how they will be handled. All records were declassed under PRA. GSA took them to MAL and locked them in a scif with double locks. Biden was VP, had no authority to declass anything. He stole them and recklessly handled them, and Some top secret docs ended up in Ukraine where Bidens Do illegal business.
