  6. @goldylocker  Government pay scale. It's called the Davis-Bacon Scale. If you have a government contract, you must pay the wage they dictate. That's what drives up costs. The higher the payroll, the higher the taxes, they require certain insurance Umbrellas and other costs. The more expenses, the higher the costs, not to mention the Federal Government is very bad pay so companies have to finance the job for around 90 days or more. Federal Government won't let you factor invoices either.
