Yes, the president is the government... Presidential powers belong to the Office of the President, they don't belong to the individual. That's why we are not a monarch. Rather than be "gobsmacked", you should probably take a civics class.

The Constitutional Oath referenced in the 14th is not the same as the Presidential Oath. I know this is complicated for you to understand, but these are two different oaths with different words in them.
