Well, it doesn’t require Congress. Unfortunately Obama lied to the country when he said he needed congressional help in decriminalizing cannabis. Under USC Title 21 Section 811. The addition, removal, or re-scheduling of a controlled substance falls to the Attorney General. Whom is under the direction of the President, given the AG is part of the executive branch.

What you’re referring to is the federal decriminalization of cannabis. Allowing state and local governments to decide amongst themselves. Just like alcohol. This is possible by removing cannabis from the controlled substance act. Which according to USC Title 21 Section 811, the Attorney General has such authority. The office of the AG acts on behalf of the President, given it is part of the executive branch.
