The idea behind "defund the police" is to take some of the load off of the police considering they have to take care of a lot of non-sensational stuff that doesn't make the news, spreading them too thin. They get a huge budget for equipment, but because they're spread so thin, work-conditions for Joe Blow Cop aren't good, hence the shortages in hiring.
