Knowing full well that any treaty with US is worthless, Russians are just giving US an opportunity to try to convince them with its actions that this time US will stick to the treaty. NATO military infrastructure near its borders is as acceptable to Russia as Russian nuclear missiles or submarine base in Cuba to US. Putin gives Biden administration a face-saving way to leave areas of Eastern Europe close to Russian border, it should grasp at it. Ukraine took at a staggering cost a string of villages in the middle of nowhere and a small town with the population of 5,000 in the region of Kursk.
