Another thing is if you`re a landlord of a building downtown and it is not occupied they fine you thousands per month.... So if you`re still paying a mortgage on that space and can not rent it out because the rent is too high, you basically have to let people open up business for free in there until you find a renter, or else you will get fined.... This is the case of a bunch of them.... Someone got in over their heads thinking they could start a business, but it failed, so they are stuck with the mortgage and fines.
