Regarding Katrina Bush did not spawn a hurricane, but i believe someone blew that levee to save the business district....Local government, but my guess is Bush knew at some point it was going to happen..... People who blamed Bush for poor response were ignoring the fact that looters were shooting at rescuers and helicopters, hence the martial law, and gun grabbing...Thing is they took the wrong peoples guns, the black looters were the shooters.
