  1. They called in to say they were making impact, that's why the traffic stopped....If you watch the whole lead up there was lots of traffic up until a minute or so before the crash..... Those flashing lights are work trucks for the road crew doing concrete work. There were 20 workers on the bridge who may have not gotten the message.
