  1. Buyers don’t care. Assume they say hey builder this house is worth less bc you gave my neighbor a 20k credit. So builder says we will give you the same credit. Buyer says oh my monthly is less, and so it continues….they see their loan become less if it’s used as down payment and pay no attention to the fact that the taxes are assessed at the original contracted sale price and so I say the county is in cohoots with builders!
