  1. Service declined doesn't mean he's not going to fix it. I many times take my cars to a shop to have it diagnosed if I can't do it myself. If the problem something I can do then I decline the service and do it myself. Yes, I rather pay a pro to find it than spend hours or days doing it. I am pretty good DIY too and enjoy working on my Toytas, did a timing chain last weekend too. Fun 😂
