I know you don't have option since stuff is delivered to the shop and you find the issue after a while when you need to use the part. I as a DIY will never pay for the part until I check and double check and count the components. I had Hubs missing bolts, brake kits missing shims and boots, and so on. Also for anyone who rents tools from parts store. try the tool THERE before you leave the counter. Make sure everything is working, tight, spins, slides, rotates. I had pullers that the main bolt's threads were stripped or the nut cross threaded and so on. If I leave and come back usually in couple of hours with it broken, guess who will pay the $300 for it. ME. Check the parts and check the tools before leaving the counter. As far as the parts stores, I put the blame 100% on them, they must verify the part returned is complete, not used and cleaned or "pieces borrowed". That means they have to pull it on the computer before issuing a refund and look. I don't care if they are busy, it's part of the job. Also the store must NOT open a box and take a part out because someone ordered it and they want it now, that leaves a kit with missing parts. Seen it happen with my own eyes.
