I'm going to also recommend Liam Brynes book "The Inequality of Wealth" again. Superb read on this subject with some interesting solutions.

@bitsandbobs4082 It was gallows humour that was blown out of all proportion by the press. Other secretaries to the Treasury have historically left similar notes. He actually explains it in his book.
