  1. It's a culture of "acceptable mediocrity". I have seen it degrading this way for 20 years now. The dept I work in has 57 people are 4 white men with 11 white women. The rest are gangs of all sorts which don't get along, sickly and the levels of malpractice both direct and low level is shocking.

  2. In the hospital I work at there are a couple of hundred in AE at any given time of day. It looks like it could be in Darfur or karachi.
