  2. I ask this all the time, the government claim they are impeded by various legislation regarding everything surrounding this yet other countries appear to be able to get past this or don't care either way.

  3. Yes there are various provisions in the law of the sea that can be used. I'm no lawyer though and only going on hearsay.
