I call it "managerial blindness and stupidity" Heres why...we all have "those" bosses that we say to our peers are just not understanding what it's like at the "coal face". From their perspective, they think they do a great job and any unhappiness in the workforce must be down to other things, usually the perceived stupidity or fecklessness of the workforce. It's the same with this effing bullshizzle. Our upper middle political and social "bosses" think what they are doing is right. However they are refuse to look to the people at the coal face of political and societal reality where the effects of the their managerial blindness and stupidity are felt most acutely.
