I worked with the UN several times during the 23 years i had in the military. It is a feckless corrupt, ineffective behemoth. Peacekeepers are drawn almost exclusively from very poor countries with questionable motives themselves. Each man a country sends on peacekeeping attracts a daily toll of approx £120 to that providing country...daily...from your taxes. I'm sure the amount is much larger when other related charges are added together. So they get sent to say South Sudan....and the just sit there, year after year after year, achieving little. With this money in mind, how much impetus do you think there is to get "anything done" when this lovely self licking lolly is available?
