I think that federal states is the safest bet as they are partially-sovereign federated states (teilsuveräne Gliedstaten) and not just mere administrative divisions as "regions" are in a zentralised state (i.e. the regions of spain, althought don't quote me on that example). I also gotta say that this discussion was very healthy for the most part and from what I read. Good job community!
