I think in this case the term "salting" actually refers to the con-man's trick of adding small amounts of a precious metal, usually gold, to a sample to dupe people into believing that an ore deposit contains large amounts of precious metal (when in fact there are no precious metals at all). An example of this is the Bre-X scandal. In this case, thought, they are adding a small amount of material to the weapon to enhance its destructive capabilities.
