  1. That is still France.... territorial waters extend half way across the channel.... and I suspect they did leave from the French beach!!

  2.  @oldcremehelian3708  pretty sure that only applies outside territorial waters. Here is part of the channel that is odd because it's one of the few places where two territorial waters meet in the open sea, not being wide enough for the 12 mile rule to apply. But in any event I think the fact the french gendarmes watched them wander off the beach is all we need to know :)
