The PPD has been understaffed wrt officers for a long time. It predates Outlaw. The police dept lacks enough detectives to do homicide investigations too..It's not all Outlaw 's fault. A lot of it is Krasner who is an awful DA.

McNesby is the very example of what is wrong with the PPD. Nearly a billion dollar budget and they couldn't scoop up the shooters at Roxborough HS. One is still at large. They're a goddam joke.

@GreatTechBuys That idea came up when there were serious crime problems around UPenn in the 90s.Their solution was to create a real university police force. They also were really successful at getting faculity and staff to start living in the University City neighborhoods by guaranteeing mortgages. They also built the the new elementary school at 43rd and Spruce. It worked. Temple does not have the resources to do anything like this never mind moving to the 'burbs. Besides they did have a suburban campus in the 'burbs in Ambler. Lastly Temple was pretty much a commuter school in the past so student housing was not a big priority. Of course being where they are doesn't make the latter so reasonable today.

Temple did have a campus in Ambler for years back in the 70/80s.. It wasn't that successful over time. Temple is not like Penn. It does not have the financial resources like Penn does. Penn solved the crime problem, which was never that bad, in University City by 1)creating an affective police force, 2) creating a mortgage program that helped convince some faculty and staff to purchase homes in UC/West Phila. 3) they helped create the PennAlexander elementary school which is probably the best elementary school in the city. All three of those things changed the neighborhood near Penn/Drexel into a more desirable area. So today you rarely hear about much crime. Penn was lucky because the Penn president at the time was a native Philadelphian, she went to Phila. public schools and was a Penn alum. She had an emotional investment in the univ and area. Temple's current president doesn't have that kind of commitment. And he certainly does not have access to wealthy alums like Penn does.
