  12. No one remembers Nutter. Sigh... He had a rough first term. But he got his footing and ended up being a good mayor. The city had some of the lowest crime stats ever during his time. The city grew its population for the first time in decades. Nutter hired Charles Ramsay as the PPD commissioner. The best commish the police have ever had.
