Reason why the AZ vaccine was licensed to SII was in order for the SII to produce the vaccine to export to fulfil the orders AZ has on the books. With India stopping export, it means AZ cannot satisfy all the orders. A lot of the blame is on SII...taking on the contract and not ramping up the production.
