India promised to manufacture the vaccines because they have the infrastructure to do so. India stopped exporting back in March and they didn't even ramp up production because India wanted to use vaccine diplomacy to gain power amongst the smaller countries. This all stemmed from India's massive facepalm in dealing with vaccine production. Vaccine production have been ramped up in other countries because India will not start exporting until next year but it needs time the other countries to get the infrastructure in place.
