  1. India loves announcing targets and goals. It always sound good in speeches as you can always make excuses if it doesn't bear fruit. That is why poor Indians are so gullible, when you have nothing...you hold on to the belief the good times are ahead.....then 20 years later, empty promises and noone is taking the blame.
