  1. I think the drones are pretty much like Biden said, although he mumbled a bit and made his point sound unclear. The first drones that went over the military bases were official, I think it was a "red team" kind of thing where someone was authorized to probe security and see where it could be improved. But after that made the news, everyone started flying their personal drones at night, to freak people out and get attention. And that's all this is, a bunch of people playing pranks at night. It's a fad (like the creepy clowns of 2016) and it'll die off when people get bored.
