  1. Creating the organizational infrastructure for mass testing and contact tracing should be an absolute federal government priority. It isn't safe to continue the lockdown indefinitely, nor is it safe to restart the economy without bringing the virus under some sort of control. Right now the situation is a lethal double-bind, so Trump's administration should be working 24/7 to get the United States out of this situation. But no, they'd rather just try to restart the economy without any precautions and let people die. All they can think of is the lowest effort solution and damn the cost that other people will have to pay.
