  2. Trump is uninterested in doing the actual work of governing, so he leaves policies and the like to his subordinates. (Though he does enjoy taking actions that can't be challenged by others like pardons.) He thinks of the Presidency as being a sort of cheerleader for the United States, and his real concern is what people are thinking and talking about. In his head if he can get people to stop talking about Coronavirus, the virus itself will somehow go away, or fade to a low background level. His concern is almost totally with appearances and not with reality.
