I'm not a fan of the '94 Crow, but I kind of understand the appeal. The original graphic novel published in 1989 was an authentic work. It was James O'Barr telling himself a dark fairytale to work through his grief from the loss of his girlfriend. As such, it connected with other young people who were grieving or depressed. Then in '94 it was made into a movie by the genuinely talented director Alex Proyas. (A man who has been treated somewhat unfairly by Hollywood, imo.) Then there was the massive burst of publicity that came from the tragic death of the star Brandon Lee during filming. A lot of people went to see Brandon Lee's last film, and found themselves responding to the gothic emotional indulgence of it all. Goths and grunge were huge in the early 90's. If you were to make The Crow for the first time today (without the publicity that came from Brandon Lee's death), I don't think it would be as successful. This is just a different era, and young people today aren't the same as they were back then. So it makes sense that remaking The Crow is even less likely to be successful, even if the resulting movie wasn't awful. It being terrible on top of all that just seals the deal.
