It’s down because attacks are not being reported. My friend was attacked and she didn’t report it because she said nothing was going to be done about it anyway. Thankfully her brother was only 15 feet away and saved her. The DA and prosecutors either don’t charge this criminals or give them a slap on the wrist and they are out of jail the next day to continue their crime wave.
