  1. But isn't preponderance of the evidence a small claims court thing? I think in a criminal trial you need "beyond a reasonable doubt'.

  2.  @dakine9445  I might be a little idiotic, because I'm not sure which category a congressional hearing falls under. I gather impeachment would be more in the criminal side of the spectrum.
