May I remind you that here in the UK we have signed the Convention on Cluster Munitions and as such we don't personally use cluster munitions nor stockpile them. It's a simple fact that anyone ruling there has to do so with an iron fist in-order to create stability. Tribalism would resolve itself over time but the west don't seem to want that to happen. They will create highly volatile and almost lawless areas by overthrowing these leaders just as they did in libya.

Since he was expelled in 2010 his ability to return to Russia is not possible. This is not hear say and can be easily checked within any major news publication.
