To be fair it's been broken for a long time and was on the edge in the late 90's but the strain that it's come under has only gotten worse with mass immigration, we have had almost a 20% increase in population since the 90's, and that was started under Blairs Government with polices they laid out. At this point any idea that it can be turned around is simply delusional and Keir is setting himself up by making such statements.
